Paisley Museum Re-Imagined Project - Main Contract (OPEN EVENT)
Notice Description
We are holding an open event on Wednesday 11th March 2020 at 11am in relation to the future contract for a Building Contractor to undertake the extension, renovation and refurbishment of the Grade A -listed Paisley Museum complex.
Lot Information
Lot 1
The contract is for a Building Contractor to undertake the extension, renovation and refurbishment of the Grade A -listed Paisley Museum complex (Main Works). The aim of Paisley Museum Re-Imagined is to provide a visitor experience of international quality, which tells the inspirational stories of Paisley, its heritage and its pattern. The transformation of the Paisley Museum is underpinned by a series of high-level strategic project aims that will turn it into a: - Leading European museum - telling the story of Paisley as a pattern and a town. - Visitor destination drawing its audience from Scotland, UK and overseas. - Platforming institution for learning, skills development, innovation and research. - Community resource at the heart of Paisley's local life. The Paisley Heritage Asset Strategy (The Untold Story) was approved by Renfrewshire Council in 2014 and set out an ambitious vision for the social and economic regeneration of Paisley. The signature project is the redevelopment of Paisley Museum and it is intended to create a visitor destination of international standing. The Museum has significant potential to drive the economic and cultural vitality of the town. We have undertaken a series of site investigations, building surveys and enabling works which has both informed the design process and highlighted in detail the need for building repairs. Between 2015 and 2017 we commissioned 22 surveys to assess the condition of the buildings. Following their appointment in May 2018 our architects (AL_A and Giles Quarme Associates) and our structural engineers (Arup) completed several months of further site investigation work. The decant of staff and collections from the Museum then allowed us to undertake advance Enabling Works including asbestos removal between February and August 2019. The Enabling Works scope included the demolition of the 1970s block, strip-out of existing fixtures, fittings, mechanical and electrical apparatus and the removal of heavy plant. The work removed modern or unsympathetic accretions so that the condition or presence of historic fabric beneath could be assessed. The project represents an exciting opportunity to alter and extend a fine neo-Classical building to respond to a unique collection, history and to deliver a fully 21st century facility that places the visitor at its heart. A new-build extension to the west will deliver a bold new cafe, shop and visitor entrance and resolve the current building's problematic vertical circulation. The extensive repair and renovation and work to the existing buildings on the site will reinstate public areas, renew the services and refurbish the historic fabric. The Council's intended approach is to use the restricted procedure to procure a form of an SBCC (2016) standard form with quantities. The Council is issuing this PIN to update the market, invite them along to the open day and allowing them to prepare for the tender. Please refer to section VI.3 Additional Information for details on the proposed procurement programme, noting that this is provisional and subject to change. The project has been awarded a second round pass from the National Lottery Heritage Fund in 2019.. The open event will be held at museum (address above). Agenda 11am - Introductions, roles and responsibilities 11:05am - Project Introduction 11:15am - Work to date 11:30am - Current design proposals and scope of the Main Works 12:00pm - Site walkround 12:45pm - Q&A session 13:00pm - Finish Please register your attendance via the Question & Answer board on this portal.

"description": "Context: The Paisley Museum Re-Imagined project comprises four main buildings; Paisley Museum/Library, the Coats Observatory, Transit House, Philosophical Society Building/Observatory House and will include the creation of a garden to unite them and a new extension to deliver 21st century facilities, including a Cafe, Reception and Shop all to provide a welcoming, accessible campus. It is a complex of Category A and C listed buildings deemed to be of national or international importance. Paisley is the largest town in the historic county of Renfrewshire in the west central lowlands of Scotland and serves as the administrative centre for the Renfrewshire council area. In the 19th century it established itself as a centre of the weaving and thread-making industries, giving its name to the Paisley shawl and the Paisley Pattern. The town's associations with political Radicalism were highlighted by its involvement in the Radical War of 1820, with striking weavers being instrumental in the protests. Paisley as a town has the second highest concentration of listed buildings anywhere in Scotland (after Edinburgh) with the quality of the built heritage, and in particular for that of buildings which date roughly between 1750 and 1930, is exceptional in terms of its state of repair. The original Paisley Museum building was designed by John Honeyman in 1968 and completed in 1870. The Glasgow firm of Honeyman and Keppie went on the extend the Museum and also design the Coats Observatory from the 1880s onwards. The influence of Charles Rennie Macintosh, Keppie's most famous partner, can perhaps be seen in the interiors of the Library, designed in 1902 and extended in 1933. Collections Significance: Renfrewshire Council museums have one of the best museum collections in Scotland. The National Audit of Scotland's Museums and Galleries (2002) identified Renfrewshire Council as being seventh in the list of organisations with the largest collections of international, UK and national significance. This list is of all museums and galleries in Scotland, including the National Museums and University Museums. Only two out of Scotland's 32 local authorities are higher on this list. The Paisley Museum is in possession of over 350,000 objects, which at time of writing are about to move to new purpose-built stores in Paisley's High Street - the first publicly accessible museum store on a high street in the country. The following proposed programme is based on current projections but may be subject to change. Please find below the current milestone programme dates for procurement and site works: RIBA Stage 4 Technical Design: August 2019 - July 2020 ESPD issued for Main Works Contractor: April 2020 Shortlisting: May to June 2020 ITT Issue: July 2020 ITT Returns: September 2020 Appointment of Main Works Contractor: December 2020 Site Works: February 2021 to July 2022 NOTE: To register your interest in this notice and obtain any additional information please visit the Public Contracts Scotland Web Site at https://www.publiccontractsscotland.gov.uk/Search/Search_Switch.aspx?ID=615381.
