Notice Description

New Gorbals Housing Association are looking to appoint suitably qualified and experienced suppliers to their Architectural and Related Professional Services Framework. It is intended that the initial framework agreement shall be for a period of 3 years with the option to extend for a further 12 months. During this period New Gorbals Housing Association shall be entitled to call-off services from the framework agreement on a project by project basis. It is estimated that the value of the services to be called-off over the four year period will be circa GBP 2,200,000 to GBP 2,800,000.

This procurement exercise relates to the procurement of a multi supplier Framework Agreement architectural and related consultancy services in various specialist areas. The Authority intends to appoint up to 7 suppliers to the Framework Agreement. The provision of architectural consultancy services associated with the design and construction of new build housing including, but not limited to, the following areas: - Design and documentation services compatible with the RIBA plan of work 2020 - production of architectural drawings, engineering drawings, design drawings - Contract administration services The procurement also requires the provision by the Consultant of engineering consultancy services (sub contracted as necessary) as required to complete the design of new build housing, specifically in the following disciplines: - Structural engineers - Civil engineers The Consultant will also have the capability and capacity to fulfil the roles of contract administrator and principal designer in order to plan, manage, monitor and coordinate the pre-construction phase. This includes managing and mitigating any potential health and safety risks throughout the design process. Further services as mutually agreed between Contracting Authority and Consultant will be required.. The estimated value of this framework is GBP 2,200,000 to GBP 2,800,000

Projects must be: a)Recently completed (within the last 3 years) for which a lead member of your proposed design team was lead designer. b)Relevant to projects proposed under this framework and therefore should demonstrate examples of Urban design, particularly residential urban design where possible c)Demonstrate a commitment to sustainability and support low or zero carbon design Your response should include, but not be limited to: - 2 photographs and 1 drawing per project - A very brief description of the project scope and works cost - Explain your input into the project and into the design images presented - How these projects demonstrate your urban housing design and place making capabilities - How they are relevant to this proposed project. - For each project confirm the member of your team involved, their role in the project illustrated and how this experience and knowledge will be applied to projects under this framework - How you engaged and worked with clients to meet their needs and requirements 4 sides of A4 text and 6 sides of A3 for images ( 2 sides of A3/project) Such examples will be scored based on the following scoring mechanism: 0 - Unacceptable, Nil or inadequate response. Fails to demonstrate an ability to meet the requirement. 1 - Poor, Response is partially relevant but generally poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled. 2 - Acceptable, Response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas. 3 - Good, Response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled. 4 - Excellent, Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full. Submissions will be marked as a FAIL and will not be considered if the score for this section is less than 2 - Acceptable. The final score for each question will then be calculated using the mean average of each evaluator's individual scores. Words in excess of two sides of A4 per example will not be considered or scored. In relation to ESPD 4C.6 bidders bidders are required to confirm that they, their staff or their appointed sub-contractor hold the following qualifications: - RIAB, RIAS or Equivalent Accreditation - IStructE or Equivalent Engineer Chartership / Membership"
