Summary of the contracting process

Transport Scotland is facilitating the procurement process for an air service titled "Air Service to ensure basic connectivity in the Highlands and Islands of Scotland," aimed at maintaining essential travel during the Covid-19 pandemic. Located in Glasgow, this service falls under the "services" industry category, specifically the air transport sector. The current stage of the procurement is at the contract award phase, with a contract period extending from 30th April 2020 to 31st August 2021. The awarded contract, valuing £4,100,000, involves extending a skeleton air service during a period of reduced commercial services and must adhere to the relevant public procurement regulations.

This tender presents significant opportunities for businesses, particularly those engaged in air transportation and logistics, to expand their services in the Scottish Highlands and Islands. Companies capable of providing essential travel solutions, especially in response to ongoing challenges presented by the Covid-19 pandemic, would be well-positioned to compete for future contracts. The current contract highlights the need for a reliable air service, which could pave the way for increased demand in regions reliant on such connectivity for essential services, including medical transport and freight delivery.

Air Service to ensure basic connectivity in the Highlands and Islands of Scotland

Notice Description

A skeleton air service for the Highlands and Islands of Scotland to facilitate essential travel during the Covid-19 pandemic while commercial services are not operating.

Lot Information

Lot 1

Extension of skeleton air service for the Highlands and Islands of Scotland to facilitate essential travel during the Covid-19 pandemic while commercial services are not operating. The impact of the ongoing Covid-19 pandemic has led to an increase in the value and duration of this contract.

Procurement Information

The Covid-19 pandemic has led to the collapse in demand for air travel resulting in the withdrawal of the majority of commercial air services in the UK. Maintaining a minimal level of scheduled service to the Scottish Islands is important for the movement of essential workers, NHS patient transfers, blood supplies and tests, cancer treatments as well as Royal Mail deliveries. This is provided for in terms of Regulation 33(1)(c) of the Public Contracts (Scotland) Regulations 2015.
