Assertive Outreach and Criminal Justice Services
Notice Description
A direct award of 12 months is proposed to the incumbent service provider for the continuation of the persistent assertive outreach outcome based service model to specific vulnerable groups using evidence based effective interventions and output based milestones, as a consequence of the present Covid 19 pandemic.

Lot 1
As a consequence of the Covid 19 pandemic which has resulted in for example staff redeployment, the council propose making a 12 month direct award to the incumbent provider for continuing delivery of a persistent assertive outreach service model and associated integrated care pathways to support those at risk from substance use including adult offenders and other hard to reach vulnerable groups living in West Lothian. This will also provide for contributing to West Lothian's commitment to the delivery of Alcohol Brief Interventions and to contribute to the prevention of drug and alcohol related deaths. The direct award will allow sufficient time for council staff to be available to assist with the future tendering opportunity and allow for service providers staff to be available to prepare their bid submissions.. Although the estimated total contract value to date including the proposed contract extension is GBP 1,365,480 the estimated value of the proposed contract extension is GBP 273,096
Procurement Information
The Council needs to respond immediately to the ongoing COVID-19 pandemic situation and subsequent consequences with staff for example being diverted from their normal duties. It is believed that he events that have led to the need for extreme urgency were unforeseeable and could not have been predicted by a reasonable diligent Authority. The present situation is not attributable to the contracting authority in any way and with council staff employed in other capacities it is not possible to comply with the usual timescales in the 2015 Regulations. There is also no known available framework whereby a call off contract under an existing commercial agreement such as a framework or dynamic purchasing system could be undertaken. The Council therefore perceive that the extreme urgency factors within Section 33 of the Public Contracts (Scotland) Regulations 2015 have been met and with a duty to ensure that there is service provision for vulnerable persons and groups, it is proposed that a direct award is made for a period of 12 months as the full impact of COVID 19 is unknown in terms of both our own workforce and that of service providers who may be interested in bidding. This will allow time for tendering activity to re-commence.
