Break Point Re-Opening of the 2019 Social Work Framework for Selected Purchased Social Care Supports

Notice Description

As outlined in section 1.3 of the original Invitation to Tender for the 2019 Framework, the Council noted that it intended to re-open the Framework every two (2) years for the duration of the contact. New entrants would be permitted to apply to be included in the Framework in years three (3) and in the event that the Council is seeking to utilise at least one of the extension periods, year five (5). New Applicants, or those Providers who were not previously successful in being awarded to any part of the original 2019 Framework, or who wish to apply for a new Framework category not previously awarded, are now being invited at this first break point opportunity, to tender for the provision of one or more of the following categories of care: Care and Support (including Technology Enabled Care and Support), Day Opportunities and Employability Supports; and Short Breaks (Respite). Applicants seeking to join the Framework at this 'break point' will as a minimum be required to meet all Framework qualifying criteria and will be strictly limited to providing services under Option 2 of the SDS Act, and Service Users or their Proxies will be able to choose these Providers using a non-ranked alphabetical list created for this purpose. The Council will not use the successful Applicants under Option 3 of the SDS Act.

Tender Lot for the purchase of Technology Enabled Care and Support services. Organisations who can deliver services via innovative Assistive Technology solutions are welcomed for the following Service User Sub Groups: * Adults with Mental Health Difficulties * Adults with Learning Disabilities, Physical Disabilities, and also includes Autism Spectrum Disorders. Organisations should however be able to demonstrate a Glasgow/local base infrastructure to support this service category. Applicants also need to be able to demonstrate an average of Grade 3 (or Care Inspectorate equivalent) or above in the published Care Inspectorate Reports for these existing services under the category 'Care & Support' (or published inspection reports from an equivalent regulatory body). Services should be delivered within the Glasgow City boundary only and any applicant applying for categories for building based service delivery should ensure that accommodation to deliver these services is based solely within the Glasgow boundary. The exception to this is for the delivery of community based services, which should be delivered at a location, or in an area, that meets the needs of individuals' preferences. Applicants are not required to have a specific office base in Glasgow, however should be able to demonstrate sufficient infrastructure to support the delivery of services in Glasgow. Prior to the commencement of the contract, applicants require to have all appropriate registrations in place relevant to the services they are bidding for. This is not negotiable. Applicants need to demonstrate a live registration for all categories/care groups they are tendering for, or evidence that applicants are in the process of becoming registered for those services with the Care Inspectorate. Only applicants who can meet these registration requirements will progress to contract award. As part of the qualifying criteria, Applicants will be required to provide information relating to; General Social Care Experience, Organisational Health & Safety Statement, Community Benefits Statement and Minimum Insurance requirements as well as providing relevant policy and procedural information.
