Notice Description

We are seeking interest from organisations who are able to provide a supported housing service (including accommodation) for care leavers normally aged primarily between age 18 and 26 but with the ability to house those between 16 and 18 should the need arise. We are seeking interest from providers who can provide either:- - Properties available for the provision of supported living (without support staffing); or - Properties in which supported living can be provided with support staffing. Supported housing (including accommodation) should be provided in the Stirling area. The purpose of this PIN is for Prior Information and Market Engagement only and the Council may choose to competitively tender this opportunity at a later date. Suppliers capable of providing these services are invited to complete the enclosed short questionnaire which has been designed to identify market capacity and approach.

Stirling Council is seeking to establish a supported housing service (including accommodation) for care leavers aged primarily between 18 and 26 that will augment our existing provisions for other age groups of care experienced young people. The service should also have the ability to provide accommodation for those who are aged between 16 and 18 should the need arise however this would only be anticipated to be very occasionally. Our strategic approach is detailed in a number of key documents including the Stirling Plan, the Stirling Children's Services Plan, the Stirling Corporate Parenting Strategy, the Multi Agency Children's Strategic Plan and, most specifically, the Accommodation for Vulnerable Young People Strategy. These documents outline our aims to ensure that care leavers are not placed in unsuitable or expensive accommodation and that the provision of alternative accommodation will better meet their needs whilst also being more cost effective. The supported housing service will be part of a joined-up approach to the provision of accommodation that will help our young people as part of a phased move towards independence and ultimately achieving their own tenancy. The supported housing service will provide accommodation for a minimum of five young people and may also provide care and support as part of this provision. Where a supported housing service provides accommodation only, the Council will provide care and support either directly or purchased from the Scotland Excel Care & Support framework (ref: 1318). The Council is open to a range of potential approaches to providing accommodation and these should: - Ensure that appropriate accommodation is available for care leavers. - Provide accommodation that is warm and welcoming, that provides a nurturing and therapeutic environment. - Comply with the national Health and Social Care Standards - http://www.newcarestandards.scot/ - Meet legislative requirements under Continuing Care legislation. - Meet Corporate Parenting responsibilities. - Reduce the use of short-term Bed & Breakfast accommodation and externally commissioned supported housing whilst minimising delays to residential placements ending. Questionnaire Suppliers who are capable of providing a supported housing service in whole or part as described above are invite to complete the short questionnaire included with this Prior Information Notice which has been designed to identify market capacity and approach.. This Prior Information Notice is for market research purposes only at this time to inform potential future commissioning activity.
