Notice Description
This is to provide notice of the intention to award a contract for the provision of technical and delivery support required during the final phase of testing of the new Litter Monitoring System prior to integration and implementation during 2021. A ten (10) day standstill period will be included before the signing of the contract.

"description": "This contract is being awarded through a negotiated procedure without prior publication for the following reason(s). The supplier currently operates the LEAMS reporting system which is used to evidence cleanliness standards in line with Improvement Service Key Performance Indicators. Additionally, the supplier supports Scottish Local Authorities with verification and data reporting requirements and regular training for operatives . No other supplier has the capacity or capability to use the LEAMS reporting system in this way. This unique technical knowledge and experience will allow the supplier to test the new system in parallel to existing requirements using data collated through current LEAMS audits, which will improve the quality of the feedback provided to support integration and development of the new performance indicators in 2021/22 Their existing relationships with Scottish Local Authorities in this specific area makes them best placed to facilitate uptake of training and supporting the transition to the new Litter Monitoring System. Zero Waste Scotland has incorporated a ten (10) calendar day standstill period before entering into the contract at the point information on the award of the contract is communicated to suppliers. Any appeal should be directed to the contact details provided in I.1) above within this standstill period, which shall begin on the day after the date of dispatch of this notice on the Public Contracts Scotland web portal.
