Notice Description
Individual Contracts (291 total) for transport of school pupils with Additional Support Needs (ASN), each with a single provider for academic year 2020/21 only. . These contracts importantly provide continuity for this vulnerable group of pupils during these unprecedented times. Note that longer term arrangements will be subject to a future, separate, tendering exercise.

Lot 1
Requirements: Each Individual Contract requires a Driver and vehicle to transport a pupil / or pupils to and from school. Some individual Contracts require an Escort to accompany the pupil. . Some Individual Contracts have special requirements i.e. need for Wheelchair Accessible Vehicle, Car-Seats, Clamps, Ramps, and/or Tail Lifts. Bespoke arrangements pertaining to the pupil or vehicle that must be observed. . There are no guarantees regarding the life span of any individual Contract; each is dependent on the pupil circumstances. . All Contracts must be carried out in accordance with the Councils General Conditions of Contract and ASN Special Conditions of Contract . Drivers will be required to provide documentary evidence to the Council for: All Insurances specified. . PVG disclosure for Driver(s) and Escort(s) is essential. . All vehicle/driver documentation, including Current MOT, Road tax and Driving Licence is required.. Economic operators may be excluded if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Procurement Information
North Lanarkshire Council (the "Council") has an obligation under the Children's Act Scotland to ensure a pupil attends school and this requires the Council to provide both mainstream transport and transport for individual pupils with Additional Support Needs ("ASN"). . Due to the unprecedented times of the COVID19 pandemic, tendering for new transport contracts in 2020 was severely interrupted, as it was not clear what protocols would be required for pupil travel until 31 July 2020, and by the time these decisions were made, this left no time for the Council to tender and mobilize contracts for the start of the 2020/21 academic year. . The welfare and safeguarding of our pupils was essential, and the proposed award of Contracts for the Transport of Pupils with Additional Support Needs will in the main be with the previous contract holder to provide continuity to this vulnerable group of pupils. . Future service requirements (after this academic year) will be subject to competitive procurement.
