        "procurementMethodRationale": "North Lanarkshire Council (the \"Council\") has an obligation under the Children's Act Scotland to ensure a pupil attends school and this requires the Council to provide both mainstream transport and transport for individual pupils with Additional Support Needs (\"ASN\"). . Due to the unprecedented times of the COVID19 pandemic, tendering for new transport contracts in 2020 was severely interrupted, as it was not clear what protocols would be required for pupil travel until 31 July 2020, and by the time these decisions were made, this left no time for the Council to tender and mobilize contracts for the start of the 2020/21 academic year. . The welfare and safeguarding of our pupils was essential, and the proposed award of Contracts for the Transport of Pupils with Additional Support Needs will in the main be with the previous contract holder to provide continuity to this vulnerable group of pupils. . Future service requirements (after this academic year) will be subject to competitive procurement.",
