Notice Description

Aberdeenshire Council ('the Council') in collaboration with Aberdeen City Council is seeking to appoint a suitably qualified and experienced contractor to supply, install, integrate, commission, test, maintain the systems and infrastructure relating to the provision of bus Real-Time Passenger Information. In addition, the Council are seeking a software solution for the provision of publicity timetables that are installed at bus stops and shelters.

Lot Information

RTPI Hardware and CMS

Provide a managed maintenance service and be responsible for all proactive and reactive hardware and software maintenance of the system display estate and all communications, in line with agreed Service Level Agreements (SLAs) and KPIs. -Integrate existing display hardware with supplier CMS, ensure the accurate provision of RTPI -Carry out routine inspections (6 monthly) and functional tests of all equipment in accordance with the manufacturers' guidelines -Maintain a spare holding sufficient to attend site and effect repairs or to remove a faulty unit for repair and install a spare/replacement unit in its place -Live monitoring of the system, access to FMS facility with a full reporting mechanism -Display health status of hardware and system performance including email alerts -Configuration of signs in groups/clusters -Live on the street view of displays -GUI configurable workspace -Cloud-based CMS -Enable import/upload of bus operator timetable and schedule data in various forms -Managed open data service -Outputs to local organisations -Configurable RTPI display templates to include: -Bus service (route) and operator logo -Real-time departures and scheduled times where RTI is not available -Via points and must be dynamic -Advertising/public notices provision -Scrolling messages -Text messaging -Cancelled/delayed/service disruption - full user control to update screens -NaPTAN bus stop common name -Static message when experiencing comms issues

RTPI Management/Core System

Deliver reliable and accurate Real-Time (RT) and Scheduled Time (ST) information for bus services -Scalable architecture to allow for system expansion -Capable of receiving, processing, and collating data feeds from bus operators -Provide data validation facility -Capable of importing bus operator scheduled bus service data -Data consumed via SIRI feeds, e.g. from bus operator ticket machines -Track location of vehicles (AVL) plus schematic displaying bus positions on the route -Direct data feed to Traveline -Managed open data service -Outputs to local organisations -Predict bus arrival/departure times -Live monitoring of the system, access to FMS facility with a full reporting mechanism -GUI configurable workspace -GIS map base -Provision of a NaPTAN editor -The system will be adaptable and must conform to all relevant data standards -Provide a bus stop departure charging function
