Notice Description
Netherton Square (the Project) is situated at the heart of Netherton Campus - the core site of the emerging Advanced Manufacturing Innovation District Scotland (AMIDS) which is envisaged to become an internationally-recognised district for innovation, research and manufacturing. AMIDS will make Renfrewshire an economic powerhouse within Scotland's industrial heartland and create wealth and opportunities for Renfrewshire, the wider Glasgow City region and beyond. AMIDS will drive inclusive, sustainable growth in the Scottish economy via the attraction and development of expertise in engineering and manufacturing and by building strong connections between companies and communities to create competitive advantage. A key objective is to take a holistic approach to the development of Netherton Campus and the wider AMIDS by creating an environment and supporting the development of a sense of place where occupiers can easily collaborate, network, learn from and make connections with each other in an effort to encourage innovation. Netherton Square forms the central spine of public realm within the wider AMIDS masterplan. Netherton square is formed of a series of contemporary public spaces and gardens that provide a high-quality landscape setting direct to the frontage of the Medicine Manufacturing and Innovation Centre and National Manufacturing Institute Scotland buildings within the development plots, from access roads, which will provide a distinctive arrival experience into the centre of the campus. A Statement of Requirements detailing the works is included in the document titled 'Netherton Square ITP Information and Instructions for Candidates' attached to the PCS-tender system.
Lot Information
Lot 1
Renfrewshire Council is using the restricted procedure in accordance with the Procurement (Scotland) Regulations 2016. The works under the contract comprises construction of an Employers Design for Netherton Square, comprising public realm and green space at the heart of the site, with approximately 7,060m2 of soft landscaping and 8,520m2 of hard landscaping within an overall area of 1.55 hectares. The key axis of Netherton Square is a high-quality, hard and soft landscaped arrival hub for visitors and employees travelling by foot, cycle, public transport (buses and taxis), coach and car to this campus style environment, which has a unique sense of place and realises the aspiration of creating an exemplar manufacturing district, setting the scene for a world class business and commercial location. Netherton Square will be a flexible, attractive and active space, capable of being used for formal outdoor meetings and events as well as less formal occasions such as for lunch breaks and out of hours use. The overall works require delivery of the following: Bespoke paving designs, including Dutch clay paving and other associated hard landscape features including seating steps. Vehicular pick up / drop off area High quality soft landscaping, Drainage and infrastructure works involving SuDs and rain gardens Architectural lighting Associated mechanical and electrical infrastructure A Statement of Requirements detailing the works is included in the document entitled "Netherton Square ITP Information and Instructions for Candidates" attached to the PCS-tender System Renfrewshire Council intends to use an NEC3 Engineering and Construction Short Contract supplemented and amended by the Council with additional and amended clauses.
Options: The Council reserves the right to award a public contract without seeking offers for new works, services or both, consisting of the repetition of similar works or services entrusted to the economic operator to which the contracting authority awards this contract. The estimated value of the Netherton Square works is 2million GBP. The opportunity represented by this contract notice should additional works be instructed may be circa 3million GBP.
Renewal: The Council reserves the right to extend/ modify the contract to deliver additional landscape works at the AMIDS site in accordance with the conditions of contract.

"description": "Renfrewshire Council requires to ensure that the economic operator has the necessary economic and financial capacity to perform and complete the contract. In the current difficult economic environment, the Council seeks to ensure that the contractor who undertakes the works has suitable financial strength and capacity to complete these works. The Council will require bidders to have a (\"general\") yearly turnover of 3m GBP and to evidence this level of turnover in the previous 3 years. The Council will also require the economic operator to evidence where possible they have a Dun & Bradstreet failure score of no less than 20. The Council recognises that many businesses have been directly affected by the Coronavirus pandemic and therefore may be unable to meet the D&B score. Where an economic operator wishes to be considered for selection under this contract but cannot meet the D&B score that economic operator must provide financial information which will satisfy the Council that they have an equivalent level of economic and financial standing; and must provide related guarantees or formal assurances to support their right to participate and be considered for any contract award (Regulation 61(8)). Where the economic bidder relies upon or intends to reply upon any Key Subcontractors in performance of the contract, then the Council reserves the right to assess the financial strength and suitability the Key subcontractor as part of the qualification process; Where the economic operator relies upon a parent company to provide financial assurance in support of their bid, the Council will also reserve the right to seek financial information on the strength and suitability of the parent company; and Where the economic operator relies upon the capacity of other parties in respect of selection and/or performance of the contract, then dependent on the nature of the arrangement the Council may require full disclosure of financial information in support of the bid. The Council reserves the right to monitor that the economic operator continues to meet the financial selection requirements upon receipt of the invitation to tender or after evaluation has been completed and prior to any award being made. Economic operators must inform the Council of any changes to any submission made by them in respect of their financial and or economic situation. The Council will further reserve the right to remove any economic operator from the tendering process where they are no longer able to fulfil any of the selection requirements as directed within the procurement documents.",
