Identify and undertake appropriate technical reports to support any proposed land uses which will then be used to inform the submission to Midlothian Local Development Plan. Development Framework shall set out the spatial planning strategy and vision for the Whitehill Estate, identifying the needs and opportunities in relation to housing, economy, infrastructure and amenities, and how the framework seeks to address these. You are required to take due cognisance of the NPF4, the Edinburgh and South-East Scotland City Region Deal and the emerging planning legislation and local development plan preparation. The development framework should clearly set out the short, medium- and long-term investment priorities and recommendations for submissions to the forthcoming Midlothian Local Development Plan.",
