Notice Description

Dumfries & Galloway Council are seeking interest from organisations who are able to provide a temporary accommodation with support service for young people who are homeless or threatened with homeless and care leavers leaving care in a planned transition. The age range will be primarily 18 to 26 but with the ability to house those between 16 and 18 should the need arise. We are looking for interest from providers who can supply nine self-contained unit development with additional communal areas in which supported living can be provided with support staff onsite. One unit of accommodation will be reserved as emergency out of hours accommodation for young people contacting the Council's homeless out of hours service. The development will be within Dumfries. The purpose of this PIN is for prior information and market engagement only and the Council may choose to competitively tender this opportunity at a later date.

Dumfries & Galloway Council has a legal statutory duty under part II of the Housing (Scotland) Act 1987 - Homelessness Provisions (as amended, substituted, or supplemented from time to time) to provide temporary accommodation to people who are homeless. In addition, this commission will also assist the Council to meet legal requirements under Continuing Care legislation. Dumfries & Galloway Council is seeking to establish a supported temporary accommodation provision for young people who are homeless or threatened with homelessness and young people leaving care in a planned transition. The age range will be primarily 18 to 25 but with the ability to house those between 16 and 18 should the need arise. The organisation must have experience in the delivery of housing with support services for young people (aged 16 and over) who are homeless or threatened with homelessness. The organisation must be registered with the Care Inspectorate as a Housing Support Provider and able to support homeless young people, and those threatened with homelessness with additional issues such as physical and/or mental health, learning difficulties, substance misuse issues, communications difficulties and challenging behaviour (this list is not exhaustive). The provider of this service will be a key partner in the delivery of the outcomes of the Dumfries & Galloway Council's Homeless Strategy and Rapid Rehousing Transition Plan, Dumfries & Galloway's Children's Services Plan and Dumfries and Galloway Council's Corporate Parenting Plan. In addition, the organisation must: - Ensure that appropriate accommodation is available for young people including care leavers - Provide accommodation that is warm and welcoming, and which provides a nurturing and therapeutic environment and complies with the Temporary Accommodation requirements as set out in the Scottish Government's Code of guidance on Homelessness (https://www.gov.scot/publications/code-guidance-homelessness-2/) - Maintain an onsite presence 24 hours per day, 365/6 days per year - Provide an out of hours accommodation unit for young people contacting the Council's Out of Hours Service - Comply with the national Health and Social Care Standards http://www.newcarestandards.scot/ - Meet legislative requirements under Continuing Care legislation - Assist the Council to meet it's Corporate Parenting responsibilities Suppliers capable of providing this service are invited to complete the enclosed short questionnaire which has been designed to gauge market capacity within the Dumfries and approach.. The Prior Information Notice is for market research purposes to inform future commissioning activity. Completed questionnaires should be returned to Rebecca.Scott3@dumgal.gov.uk no later than 23rd April 2021 with the reference 'Supported Accommodation PIN' as the subject of the email to allow responses to be processed, collated and analysed.
