Suppliers are invited to submit detailed proposals for carrying out a Housing Need and Demand Study in the Outer Hebrides of Scotland.

Lot 1

The population of the Outer Hebrides is fragile and like many rural areas in Scotland has been experiencing long term decline. This presents a risk to our business as we continue to increase the supply of housing through our development programme. In addition the Comhairle through their Local Housing Strategy wish to see the majority (55%+) of new social housing built outwith the main population centre of Stornoway and its surrounding market area. The HHP Board wish to establish the demand and need for housing and for social housing in particular through this study. There is a particular requirement to identify the extent of demand for social housing outwith the Stornoway Housing Market Area (HMA) and to what extent there is demand for other housing options. The Board wish to use this study to inform the development of our next business plan later this year. A key aspect of this study will be engagement with our various communities to ascertain their aspirations for housing. This is not restricted to physical communities. In addition the views of local agencies, employers, land owners and community trusts will be very important inputs to this work.
