Summary of the contracting process

The City of Edinburgh Council is currently progressing through the award stage of the Edinburgh Fostering and Continuing Care Framework procurement process. This tender, classified under the services industry category, highlights the council's need for additional independent foster placements to support children and young people. The aim is to ensure that all care needs are met effectively. The contracts awarded under this framework amount to a total of £36,409,000 over four years, with key elements involving lot specifications for short breaks and permanent placements, particularly targeted for the Edinburgh region. Relevant providers have been awarded as of April 15, 2021.

This tender provides significant growth opportunities for businesses that specialise in fostering services, particularly those that are small and medium-sized enterprises (SMEs). Companies offering specialised care, especially in the context of short breaks and permanent placements for children, will find a conducive environment to compete for contracts. The City of Edinburgh Council is seeking high-quality service providers; thus, businesses with proven expertise in child welfare, social services, and fostering will be particularly well-positioned to engage in this framework and facilitate partnerships with the council.

The Council is aware that to maintain the highest quality and meet the needs of the children and young people, it is in the children's best interest to be looked after by foster carers linked to the City of Edinburgh Council.
