Care at Home services support service users to live as independently as possible at home through the provision of personal and non-personal care and support. The Council currently provides or commissions over 45,000 hours of Care at Home for adults and older people each week, with 29% of Care at Home provided in-house and 71% of carried out by external Care at Home providers. The need for services is expected to increase in line with the growing needs of an ageing population.

The Council is intending to use a bespoke procurement approach, in compliance with Regulation 76 of the Public Contracts (Scotland) Regulations 2015, which permits a contracting authority to determine the procedure that is to be applied in connection with the award of a contract, which shall be at least sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators. The Council has determined that this bespoke procurement approach "PSA" is the best way to procure Care at Home services for individuals within its Council area, whilst also meeting its responsibilities under the Social Care (Self Directed Support) (Scotland) Act 2013. The PSA will allow new providers to be appointed throughout the duration of the PSA, which is not possible if a standard Framework was used, and will also allow both Direct Awards and Mini Competitions.
