SG Payments Project - BACS Solution
Notice Description
The Scottish Government handles several million financial transactions each year, but that number is expected to increase to potentially as many as 25 million as more powers are devolved from Westminster. In the years to come there will be a significant growth in transactions and currently we are building a new payments service to support this and to meet user needs.

Lot 1
The Payments project require a Bacs Solution to enable the payment platform to make Bacs payments. The solution the Payments project requires could be delivered as a product that is purchased or as a service that is subscribed to from a Bacs approved Solution Supplier. The following are essential requirements: -Bacs approved software from the Bacs maintained register. -Routing of outbound Bacs payments from the Payments platform - these will be benefit and pension payments in the Beta phase. -Routing of associated inbound Bacs rejections and returns. -Notification and automated collection/delivery of Bacs reports. -Support Bacs grade 3 user set up. -API connectivity. -Unattended submission and report collection. -Compatible with a Cloud solution. The following are desirable requirements: -Testing - availability of a sandbox test environment and the ability to simulate Bacs rejections and returns. -Fraud detection capabilities (e.g. black lists) of the products. -Faster Payments capabilities as a contingency means for making payments. -Offering that support in-house bureau set up. The Payments project is looking to: -Engage with the market -Understand how this can be delivered (e.g. a software that is licensed or a service) -Understand pricing/cost models -Discuss technical considerations If you would like to engage with the payments team please email SGPaymentService@gov.scot
