Summary of the contracting process

The Scottish Government is currently undertaking a tender for a project titled "Farm Workers in Scottish Agriculture." This initiative aims to conduct a mixed methods research project focused on seasonal non-UK workers in Scotland's agricultural labour market, specifically during the key soft fruit harvest period. The tender, classified under general public services, has an end date for submissions set for 1st June 2021 at 12:00 PM. The project will commence on 21st June 2021 and is anticipated to last until 31st January 2022, with the bid opening scheduled for 1st June 2021 at 1:00 PM. Interested parties can submit their tenders electronically through the Public Contracts Scotland portal.

Participation in this tender presents significant opportunities for firms specialising in agricultural research, labour market studies, or consultancy services, particularly those experienced in examining migrant labour issues or conducting socio-economic research. Businesses with capabilities in mixed methods research and those familiar with the agricultural sector's dynamics in Scotland will be well-positioned to compete. The need to investigate labour market conditions and human trafficking risk presents a unique niche for organisations focused on ethical workforce practices, policy analysis, and data-driven insights.

Lot Information

Lot 1

2. A recent Scottish Government-supported project published in 2021 has investigated the risk of human trafficking within the Scottish agricultural sector. Amongst other findings, the study showed evidence of high risks of labour exploitation within the migrant worker population on Scottish farms. 3. Previous research in 2018, Farm workers in Scottish agriculture: case studies, undertaken by Scotland's Rural College (SRUC), provided an initial understanding of the labour market in Scottish agriculture, and captured the views and experiences of a number of migrant workers at the time. However, since then, there has been no consistent data collection on the agricultural labour market, including numbers and demographics of seasonal migrant workers, and their experiences of living and working in rural Scotland.
