Notice Description

East Ayrshire Council (EAC) has prepared this brief as it wishes to appoint consultants to investigate and assess the economic and commercial development potential of the Kilmarnock North area. The final report should specify where it is considered specific marketable development opportunities can be realised in the next 10-15 years.The study should examine the constraints to development and provide an outline of the infrastructural requirements to enable the area to reach its full potential development within this timeframe. Opportunities for 'pump priming' funding to kick start development opportunities within the current market and potential delivery mechanisms should be identified.It should be noted that the area includes the Mieklewood/Mosside, Kilmarnock site that is currently allocated in the adopted (2017) Local Development Plan as a Business & Industry Opportunity site.A detailed comparison of the development merits of the Kilmarnock North area with that of the area to the east of the Bellfield Interchange should then be completed.Additionally a comparison of all sites identified within the Ayrshire Growth Deal to accommodate the Ayrshire Manufacturing Investment Corridor (AMIC) project should also be undertaken.
