Notice Description
The successful supplier will support and advise the Chief Social Work Adviser on:the implementation of the Independent Adult Social Care Review, including input to the development of options to take forward a National Care Service and consideration of a national practice model for adult social care - 60%oversight arrangements stemming from the COVID implications for adult care services - particularly services for older people - 40%The successful supplier will as a minimum:Work with stakeholders (SG and external) to develop options for the delivery of a National Care Service and how it would operateIdentify implementation requirements from the Review and make recommendations for activity to support deliveryInput to the development of options for a National Practice Model - working with SG and external stakeholders.Identify key issues and risks in implementing a National Care Service and national practice modelWork with policy leads and stakeholders to ensure that lessons learned from COVID are promoted and embedded into adult services, specifically care home provision and care at home servicesLead work to develop appropriate oversight arrangements for both Care Home and Care at Home services, working closely with key stakeholders both internal and external to SG.Work with stakeholders to ensure appropriate national data sets can be developed to support oversight arrangements.Will need to be security cleared by Scottish GovernmentWould work initially from homeWould need to use Scottish Government IT hardware and platforms and to undertake relevant training in order to use Scots IT systems in the performance of this contractThe successful supplier will as part of the project management and co-ordination will:Lead delivery of key activities to support the Chief Social Work Adviser and to work with a range of internal and external stakeholders so that advice to Ministers takes account of views across the social services sector. Leads from Office of the Chief Social Work Adviser and Adult Policy Teams will meet with the successful consultant to agree tasks and timeframes.Attend regular meetings with the Chief Social Work Adviser will take place to support the consultant and to agree priorities, these meeting will take place within the 3 day working pattern of the successful supplier.Report directly to the Chief Social Work Adviser.Receive regular progress reviews - milestones to be agreed - and a robust feedback/evaluation mechanism, will be essential to build into the delivery process.
