"description": "The initial ITT was issued via PCS Quick Quote on 14th June 2021, this was issued to all the contracted suppliers on Lot 5 of the Mass Spec and Chromatography Framework LAB1016AP, however no response was received. Both the Client and I were surprised by this because the Client had identified a potential supply of the requirement when they conducted brief market research. Their market research revealed that Waters Ltd had a system that could meet their requirements. Based on that I contacted Waters Ltd (ranked 2nd on the specific lot). It was ascertained that Waters had internal issued due to change of roles of previous account manager etc. Therefore, the ITT was issued direct to Waters Ltd. The subsequent ITT was issued on 29th June 2021 and the deadline for the response was 6th July 2021.",
