This public procurement record has 2 releases in its history.

Summary of the contracting process

North Ayrshire Council is currently overseeing the procurement process for a Community Support Service. This tender is classified under the services industry and encompasses various aspects of adult community support, specifically catering to client groups with learning disabilities, physical disabilities, and mental health needs. The procurement method is open, with a two-year framework commencing on 6th January 2022, expiring on 5th January 2024, and the possibility of a 24-month extension. Key dates include the tender submission deadline of 13th August 2021. The estimated spend under the framework is £56,079,900, although this includes ongoing services from the previous period, meaning new business opportunities may be limited.

This tender presents significant opportunities for businesses specialising in community support services, particularly those with experience in delivering care to adults with disabilities or mental health issues. Small and medium-sized enterprises (SMEs) may find this an appealing opportunity, especially if they can demonstrate relevant experience and meet the rigorous selection criteria, which includes financial turnover and quality certifications. Potential suppliers should be prepared to engage with a framework that allows multiple providers, noting that the quantity of work available cannot be guaranteed even if selected.

NAC currently have a flexible framework in place for this requirement which allows NAC to re-open the framework to new providers therefore, the framework is being re-opened. NAC are required to re-open the framework to new providers after the initial two year period, as detailed in the original Contract Notice. There is no limit to the number of providers who may be awarded a place on the framework however, providers should note that there may not be a sufficient volume of business to support a large number of new providers and there is no guarantee of business even if awarded a place on the framework. The resultant framework will be for a period of 2 years commencing 6th January 2022 until 5th January 2024 with the option to extend by up to 24 months until 5th January 2026. Extensions will be at the sole discretion of NAC and subject to satisfactory performance and funding. The framework delivers Adult Community Support Services across Learning Disability, Physical Disability and Mental Health client groups. The scope of the framework encompasses services currently referred to as Community Support, 24 Hour Support, Housing Support and Supported Living Services. It does not include care at home provision.
