Summary of the contracting process

The Scottish Fire and Rescue Service has recently awarded a contract for the supply of an Ultra-Low/Zero Emissions Fire Appliance, as part of their initiative to transition towards an eco-friendly operational fleet. This procurement process was initiated through a tender, with the total contract value set at £660,000. The contract was signed on December 1, 2021, and falls under the category of goods, specifically focusing on emergency vehicles. It reflects a commitment to environmental sustainability while ensuring standard firefighter safety and operational efficiency.

This tender presents significant opportunities for businesses engaged in the manufacturing and supply of innovative firefighting vehicles, particularly those specialising in eco-friendly technologies. Notice Title

Award of Ultra-Low/Zero Emissions Fire Appliance

Notice Description

The Scottish Fire and Rescue Service is entering into a supply arrangement in respect of a Zero or Ultra-Low Emissions Pumping Appliance ("the Appliance") with a view to securing proof of concept and establish a basis for moving to a Zero or Ultra-Low emissions operational fleet over a period of several years. The Contracting Authority does not hold any particular view as to the specific means of propulsion proposed by Contractors and requires only that a means of propulsion is proposed which will minimise the environmental impacts of both producing and running the proposed Appliance. This goal shall be achieved while maintaining or exceeding existing levels of Firefighter safety as well as the ergonomic design for accessibility to passenger carrying areas and equipment stowage lockers and access for maintenance and inspection.Contractors must note that The Contracting Authority's intention is to run the Appliance operationally over a period of at least one year, and where that operation proves successful, for considerably longer than that. As such, it is imperative that the Appliance has been fully tested and approved in the same way and to exactly the same standards as The Contracting Authority's existing operational fleet.Contractors will note that The Contracting Authority is concerned not only with the level of emissions at point of use, but with the environmental impact of the Appliance throughout its lifecycle from sourcing of materials used in manufacturing and construction to disposal of the Appliance at the end of its operational life. As such Contractors must demonstrate as part of their tenders how this will be achieved
