The Council's Property Services require to appoint a specialist contractor to carry out essential remedial works to the Grade 'B' listed structure at Alexander Hamilton Memorial Park. The works comprise of renewing existing roof, making good to roof structure; supply and fitting new roof covering from zinc. Making good cast iron and wrought iron features, inclusive of renewing rainwater goods. Rebuilding brick base course and finishing with a smooth cement render; and allowing for full redecoration. There were no suitable Frameworks which covered these specialist types of works and as such, the Procurement Service met with the Council's Legal Services, and it was agreed that the Council does not appear to have an option to do anything other than use the "restricted lists" for these specialist works. Property Services conducted market research and identified the following contractors: - 1. Calibre Metalwork 2. Charles Laing & Sons 3. Dorothea Restorations 4. JP Restoration 5. Lost Art Limited 6. Artisan Roofing Ltd The first five contractors were identified by Historic Environment Scotland as specialist contractors who are experienced in carrying out similar projects. The sixth contractor was identified by Property Services' market research. The contractor successfully installed a zinc roof for Saughton Park Bandstand in Edinburgh.

General An Invitation to Tender (ITT) was issued through Public Contracts Scotland Tender (PCS-T) on 30 October 2020 to the 6 contractors within the tender list. The closing date was 18 November 2020, and 1 bid was received from Lost Art Limited. Tenders were invited on a Price/Quality basis. The following weightings were used to determine the most economically advantageous tender: Quality (Technical) 40% Price (Commercial) 60% The successful Bidder was the one which achieved the highest combined quality / price score. Qualification Envelope An evaluation of the Qualification (ESPD) was carried out by the Procurement Service and Officers from Housing and Technical Resources. The ESPD submitted by the bidder was accepted as preliminary evidence, in the form of a declaration, to confirm that: - none of the mandatory or discretionary exclusion grounds apply - if any of the mandatory or discretionary grounds apply the self-cleansing measures that have been taken; and All mandatory and discretionary exclusion grounds were assessed on a PASS/FAIL basis. The ESPD submitted by Lost Art Limited passed the Qualification evaluation. Technical Envelope (40%) The Council set out the following three technical questions in relation to the project: - 2.1.5. Completion of Works 2.1.6. Historic Details 2.2.3. Fair Works Practices The evaluation panel consisted of Officers from Housing & Technical Resources with assistance provided by the Procurement Service and Legal Services. The Technical Score was then totaled with the total expressed as an overall score out of 40. Lost Art Limited achieved a weighted Technical Score of 40.00 No clarifications were required. No presentations were held. Commercial Envelope (60%) Following the finalisation of the Technical score the Commercial (price) bid was downloaded by the Procurement Service. Lost Art Limited achieved a weighted Commercial Score of 60.00
