The Scottish Government (SG), on behalf of the Scottish Ministers wishes to commission a feedback and analytical research piece on the Scottish Risk Assessment (SRA). The SRA is the national risk assessment document for Scotland, comprised of a number of separate risk assessments for civil contingencies emergencies which could impact on Scotland differently to other areas in the UK.

The Scottish Government (SG), on behalf of the Scottish Ministers wishes to commission a feedback and analytical research piece on the Scottish Risk Assessment (SRA). The SRA is the national risk assessment document for Scotland, comprised of a number of separate risk assessments for civil contingencies emergencies which could impact on Scotland differently to other areas in the UK. The aim of this research is to twofold: firstly, to gather stakeholder feedback on the latest iteration of the SRA (SRA 2020) and, secondly, to then expand on this with a wider analytical piece on the Scottish risk landscape and the SRA document as a whole, assessing the relevance of the risks included and the identification of risks which are not currently included in the SRA, but should potentially be included in future versions. The findings from this project will be used to directly inform future iterations of the SRA, which will in turn impact on resilience in Scotland. The attached specification sets out what is required, provides background information and suggestions on method, but bidders are encouraged to propose alternative methods for carrying out this work within the available budget and timescale. As specified in schedule 1.28, we welcome consortium bids for this research, from research partnerships or collaboratives who, by combining their skills and experience, may be better able to address the specified criteria.
