    "description": "This Contract is being awarded through a negotiated procedure without prior publication for the following reason(s): - The supplier was previously engaged to provide the required services through an unregulated (below threshold) procedure using the Quick Quotes facility on the Public Contracts Scotland web portal. - The original maximum Contract value was 50,000.00 GBP exclusive of VAT. - The level of support required for this project was greater than originally anticipated and will result in the aggregated cost for work already concluded and the estimated cost to complete remaining requirements exceeding the threshold for regulated tenders. - The supplier's knowledge and experience of delivery to date makes them best placed to continue delivery of the remaining requirements. - The cost and effort required to transition from the current supplier is considered prohibitive to both the client and any new supplier, particularly as the original end date for the Contract remains unchanged.
