Notice Description

Crown Estate Scotland is seeking to procure a consultant to design and undertake a meaningful Communication and Engagement Exercise covering the settlement of Mosstodloch, in line with Crown Estate Scotland's Communications & Engagement Strategy. This consultation and engagement should be designed to inform a Masterplan that has been prepared in partnership with Moray Council which the Council will seek to adopt as supplementary guidance. In conjunction with the production of the Masterplan, the supplier may be required to work with the community and stakeholders to support a community led Local Place Plan as defined by the Planning Act 2019.

The appointed consultant is required to develop a detailed plan of stakeholder engagement including a communications and engagement plan, recognising the potential constraints of COVID-19, outlining the approach to undertaking meaningful and inclusive consultation including generating stakeholder buy-in and managing stakeholder expectations. Tender responses are required to demonstrate best practice, an understanding of the place principle and how proposals will tailor the proposed approach to consultation, managing reputational and project risk. The appointed consultant is required to work with Crown Estate Scotland and in partnership with Moray Council as a key stakeholder. The consultant is required to proactively work with tenants, communities, and other key stakeholders. Please outline the techniques to engage inclusively and collaboratively. The consultation and engagement plan and implementation should be prepared taking cognisance of the National Standards for Community Engagement, Scottish Government Consultation Good Practice Guidance and the Land Rights and Responsibilities Statement. Consultation shall be undertaken with integrity, visibility, accessibility, transparency, disclosure and fair interpretation. Throughout the consultation, the outcome of each event should be used to add value to subsequent events/meetings and used to inform the preparation of the Masterplan. The appointed consultant is required to prepare all materials and develop online and physical content (as appropriate) to support the consultation and content for the Masterplan (please outline as part of submissions). The Masterplan shall set out the vision and land uses across Mosstodloch, identifying the needs and opportunities in relation the existing land use, economy, infrastructure and amenities, and how the framework seeks to address these. The Masterplan is required to take due cognisance of the emerging NPF4, the Moray Growth Deal and the emerging planning legislation and local development plan. The Masterplan should clearly set out the short-, medium- and long-term investment priorities taking into account Crown Estate Scotland role, tenants and wider land ownership information. The Masterplan should be prepared to align with Crown Estate Scotland objectives, investment and development aspirations, whilst taking due consideration of the consultation and engagement exercise. The proposals outlined in the Masterplan, shall demonstrate a clear understanding of emerging policy and practice, ensuring that it is an innovative and forward-thinking document whilst being both deliverable and viable. The supplier will liaise with Moray Council and prepare supporting documentation to support the Council in the process to adopt the Masterplan as supplementary guidance.
