Award of RESAS/004/22 - National Litter and Fly Tipping Strategy Consultation Analysis

Introduction1. The Scottish Government (SG), on behalf of the Scottish Ministers, is seeking to commission a contractor to undertake the analysis of responses to the public consultation on the National Litter and Fly Tipping Strategy. The overall aim of the contract is provide robust and timely analysis and reporting on the responses to the consultation, to inform the development of Scotland's National Litter and Fly tipping Strategy.2. This consultation is seeking the views of stakeholders on aims, objectives and potential actions to reduce litter and fly tipping in Scotland.3. This specification sets out what is required, provides background information on the consultation.4. We welcome bids from individuals, organisations or collaborations / consortia with the appropriate skills and experience. If there is a collaborative bid there must be one lead organisation.Background & Context5. Scotland's first National Litter Strategy "Towards a Litter-Free Scotland: A Strategic Approach to Higher Quality Local Environments" was published in 2014. A review of this strategy and the activity that took place as a result, was completed in 2019. The review found that whilst significant progress had been made, litter and fly tipping still posed significant challenges.6. In March 2020, it was announced that this strategy would be refreshed as a National Litter and Fly tipping Strategy, recognising that these are separate issues and to allow a tailored approach to be taken to each. A public consultation on aims, objectives and potential actions for this new strategy was published on 13 December 2021 and will run until 31 March 2022.
