Summary of the contracting process

The Scottish Government is initiating the "Climate Just Communities" procurement process, classified under the services industry category. This planned tender aims to facilitate climate justice outcomes in Malawi, Rwanda, and Zambia. The procurement is currently in the planning stage, with a Supplier Event scheduled for 22nd March 2022, and is expected to formally advertise an open competitive tender in May 2022. Interested parties are encouraged to express their interest by completing a registration form for announcements and updates. The total value of the contract is £24 million.

This tender represents a significant opportunity for businesses involved in international development, environmental services, and community engagement initiatives focused on climate resilience. Firms that possess experience in participatory design and implementation in developing countries, particularly those that can effectively engage with marginalised communities, would be well-suited to compete. With substantial funding allocated under the relaunch of the Climate Justice Fund, businesses that align with the project's goals may find opportunities for growth and collaboration in addressing climate justice challenges.

Lot Information

Lot 1

The Scottish Government launched the world's first dedicated government led Climate Justice Fund (CJF) in 2012, and committed to making a total of 21m GBP available through to 2021 to support some of the world's most marginalised people in becoming more resilient to climate change. The latest four-year funding cycle drew to a close in September 2021, presenting an important opportunity to review lessons learned and reflect the changing context and global understanding of climate justice in future programmes. In March 2021, Scottish Government launched an independent evaluation of the CJF's work to date, drawing on the experiences of those who have implemented or been directly supported by the Fund; particularly from our international development partner countries of Malawi, Zambia and Rwanda. The evaluation also considered the latest international definitions of climate justice as a theory. The Evaluation made 25 findings and several recommendations which have guided Scottish government approach to the future CJF which will be relaunched in March 2022. This programme will be the first of the relaunched Climate Justice Fund, and will be designed to incorporate the findings of the recent Climate Justice Fund Evaluation.
