A full open procurement for Mechanical Handling Equipment was run in August 2022 and awarded to Toyota in December 2022. Due to delays in the supply chain, estimated arrival time of the new lease equipment is April 2024 so the current contracts are required to be extended to cover this period.

Due to the limited availability in the market of all warehouse mechanical handling equipment required and as a procurement process is underway, a direct award under regulation 33(1) (C) is proposed. The procurement process to put in place a long term contract in this area has been delayed due the requirement to meet the additional demands of the Scottish Health and Social Care sector during the current Covid-19 pandemic and is for reasons of extreme urgency brought about by events unforeseeable by the contracting authority in line with Regulation 33(1)(c) of the Public Contracts (Scotland) Regulations 2015.
