The Scottish Government is seeking a contractor to evaluate the opportunities to decarbonise the residual waste treatment infrastructure sector in Scotland, with the main focus on waste incineration. 2. This specification sets out what is required, provides background information on the independent Review of Incineration, and invites contractors to respond. 3. We welcome bids from individuals, organisations or collaborations / consortia with the appropriate skills and experience. If there is a collaborative bid there must be one lead organisation.

10. The aim of this contract is to review the options available to Scotland to decarbonise the existing residual waste treatment infrastructure sector in Scotland, with the main focus on waste incineration infrastructure (including that in construction and likely to be developed). These will include consideration of technology changes as well as systematic changes. 11. This will be done by conducting analysis of existing and new data and evidence, gathered through the Call for Evidence or other means available to the supplier The supplier will produce a report based on the analysis completed by the supplier by 21 October 2022, outlining the options to decarbonise infrastructure in Scotland. The evidence gathered during the Call for Evidence and stakeholder events which took place in January and February 2022, will be collated and reviewed by the review team before any relevant evidence is passed to the contractor.
