Notice Description
Energy and Communications Strategy Reporter within a wider professional services team. The role of the whole professional team will be to deliver a masterplan to RIBA Stage 2 with a fixed but viable design principle and PPiP or all required asset classes. In parallel the team are to design the estate wide infrastructure and landscape architecture to RIBA Stage 3/4 after conducting an energy/telecoms strategy report for the estate and incorporating the recommendations within.

The role of the Energy and Communications Strategy Reporter will be to deliver specific aims 2a-e listed in the scope of service, provided again below: Develop an energy and communication strategy for the estate - Crown Estate Scotland wish to be able to offer as green an energy supply across the estate as possible - Crown Estate Scotland wish to explore Heat from Waste and Battery Storage amongst other options in the strategy - Crown Estate Scotland wish to review best options for communications across ZeroFour - The energy and communications strategy report is to include analysis of funding models - The reporter is to work with the QS to report on capital expenditure requirements and the infrastructure designers to check practicalities. Crown Estate Scotland wish to find the most environmentally sustainable way to power ZeroFour and seek an Energy Strategy to encompass the best ways to achieve this. The reporter will prepare an analysis of all practicable options which, following a process of cost/benefit review with all other members of the team, will then be used to direct the design for this function. To date the Crown Estate Scotland Built Development Manager (BDM) has had initial discussions regarding, a 100acre solar farm, battery storage with multiple service providers and heat from waste discussions with Scottish Water Horizons. These specific options are to be included in the analysis and report. Crown Estate Scotland wish to ensure that ZeroFour has solid, future proofed, communications infrastructure built into its design. The reporter is to consider and recommend any design requirements for this to be included and, following review with the cost consultant, relay these to the design team - engaging with the planning consultant where required. Angus Council have had some early engagement with providers for 5G in Montrose and as such the reporter is to engage with the Council and incorporate any options arising into their review. The report will include an overview of the business models for each option, include any planning considerations and advise on costs, timescales, and specific requirements. The report will also note a range of service providers for each and make note of scoping discussions to define their requirements and any impact on the business case. Key deliverables will include: - Full energy and communications strategy report with 3 x recommendations - Most economical option for each of energy and communications - Most environmentally friendly option & most advanced communication option - Best balanced case for each of energy and communications - Business model for each from of the above with input from service providers - Coordination with members of the team pre and post completion of the report allowing for design inclusion - Collaboration with cost consultant on costs of delivering recommendations
