Summary of the contracting process

South Lanarkshire Council has awarded a contract titled "Service, Maintenance and Repair of Closed Protocol Intruder Alarms", which involves the upkeep of 43 closed protocol intruder alarm systems within Council properties located in South Lanarkshire. This procurement falls under the services category and has successfully completed its award stage. The procurement method employed was a limited tender, justified by the technical necessity of using SPIE Scotshield Limited to service these unique systems. The contract was signed on 31 March 2022, with a total value of £450,000 and covers a duration of five years, with the potential for a five-year extension based on performance metrics.

This tender presents a significant opportunity for businesses specialising in security services, particularly those experienced with closed protocol systems. Companies that have the technical capability to maintain and repair such unique intruder alarm systems, and can provide quality service along with competitive pricing, would be well-positioned to compete. Given the limited pool of qualified suppliers, firms within the local area or those with established relationships in South Lanarkshire may find this an advantageous contract that could sustain their growth and improve their market presence in public sector procurement.

Notice Description

Lot Information

Lot 1

The procurement of the contract was undertaken via Negotiated Tendering Procedure which can be justified under Regulation 33(1) of The Public Contracts (Scotland) Regulations 2015 for the following reason:- The services can only be supplied by a particular contractor because competition is absent for technical reasons and no alternative or substitute exists, and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. The 43 intruder alarms installed in Council and SLLC properties by Spie Scotshield are 'closed protocol' systems. The intruder alarms are stand-alone systems where the device manufacturer produces all the devices and control panels for the complete network and there is no compatibility with any other manufacturer's components. Therefore, the closed protocol intruder alarms can only be serviced, maintained, and repaired by qualified engineers from Spie Scotshield.. The contract being awarded is for 5 years with an optional extension of up to 5 years subject to satisfactory performance, financial standing and availability of funding
