Notice Description
The City of Edinburgh Council, with support in an advisory role from Zero Waste Scotland and Scottish Futures Trust, is seeking to deliver a low carbon heat network for Granton Waterfront, a major regeneration area in north Edinburgh. The Council has assessed various options for delivering a low carbon heat network identifying a preferred solution for the heat source. An Outline Business Case is now to be developed on the preferred option of a wastewater source heat pump utilising heat from sewers. To deliver the Outline Business Case, the Council is seeking to procure the services of a technical partner to lead and deliver the technical elements of the requirement. The City of Edinburgh Council, with support in an advisory role from Zero Waste Scotland and Scottish Futures Trust to date, is seeking to deliver a low carbon heat network for Granton Waterfront, a major regeneration area in north Edinburgh. The Council has assessed various options for delivering this, identifying a wastewater source heat pump utilising heat from sewers as the preferred option. An Outline Business Case (OBC) is now to be developed and therefore the Council is seeking to procure the services of a technical partner to lead on the technical elements of the OBC. As a Candidate, you will be experienced and capable of delivering the services identified, ideally with particular experience of water sourced heat pumps. You will understand clearly the required outputs of delivering an OBC (adhering to the principles of the HM Treasury Green Book Guidance on Public Sector Business Cases Using the Five Case Model) and be able to lead and work within multi-disciplinary teams. The value of this commission is expected to be in the region of GBP80,000. The key outcomes for the project are: - Co-ordination of Services and Deliverables and Preparation - Ensure that all services and deliverables are co-ordinated, consistent and delivered to agreed milestones - Techno-economic - Ensure that scheme design and economics for the preferred heat network are developed in accordance with industry standards and are fully optimised in line with best practice. - Commercial - Identify the most suitable commercial option, delivery structure, contracting arrangements, procurement strategy and heat pricing strategy. - Legal - Ensure that the commercial options, proposed delivery structure, contracting arrangements and procurement strategy are compliant with all relevant regulatory, policy and Subsidy Control issues (having regard to foreseeable legislation and regulation, such as the secondary legislation required to implement the Heat Networks (Scotland) Act 2021, the UK Heat Networks Market Framework and the Subsidy Control Bill. - Finance - Develop a full financial model capable of informing the financial appraisal within the Financial Case and demonstrating that the preferred option will result in a fundable and affordable deal encompassing initial and future scheme phases. Advise on the tax and accounting implications arising from the delivery options identified in the commercial and legal workstreams. - Preparation of an Outline Business Case (OBC) - Prepare the OBC adhering to the principles of the HM Treasury Green Book Guidance on Public Sector Business Cases Using the Five Case Model. The Technical Consultant's role in leading, supporting and delivering on these objectives are defined within Appendix 1 - Scope of Services which is available for immediate download when you note your interest in this opportunity. Options: It should be noted that the procurement process is being undertaken for the scope of an Outline Business Case only at this stage. However, the Council reserves the right to extend the appointment of consultants appointed under this scope to develop a Final Business Case (i.e., throughout the procurement phase for the project), subject to satisfactory performance (at its sole discretion) and approval of the Outline Business Case at an appropriate Council Committee by Elected Members.
