Orkney Islands Council (the "Authority") has a requirement for a review of all Council owned assets on the General Fund.

Lot 1
The Authority has a wide range of property assets spread across Orkney, in various states of repair, some of which are not currently used, or required. In 2016, the Council had 217 operational properties and 127 non-operational properties. The Property Asset Management Plan, which was in development in 2016, since agreed and been updated, provides the framework to identify underused or unsuitable assets. The 2018-2023 Council Plan set the overarching objectives and policy drivers relating to developments in the property portfolio. The Authority has an objective to ensure that the Council's property portfolio continues to be shaped to meet the Council Plan objectives, and to provide services with optimally functioning properties for the purpose of delivery statutory functions. Therefore, a structured and programmed strategy is required to be developed, which recognises that long-term management of the property portfolio is needed in order to identify an optimal long term solution.
