Negotiated Contract for the Supply of Ad-Blue Fuel Additive
Notice Description
South Lanarkshire Council's Fleet and Environmental Services have a requirement to purchase Ad-Blue fuel additive in both bulk deliveries and in smaller 1000Ltr IBC's. Ad-Blue is an additive that is used by Fleet Services as a mix for their Diesel engine vehicles to lower NOX emissions. South Lanarkshire Council's Procurement Service published a Quick Quote via PCS-T on the 17th March 2022 with a closing date of 1st April 2022 at 12:00. 6 suppliers were invited to participate. No bids were received by the closing date. It has been identified that the lack of interest is related to the size of canisters required, however Charles Tennant & Company Limited have been supplying the 1000Ltr IBC's as per the Councils requirements for a number of years. The award of this contract under the Negotiated Tendering Procedure can be justified under Standing Order 9.3.1/9.3.2 of the Council's Standing Orders on Contracts for the following reason: (a) As a result of the Quick Quote no suitable tenders to participate were received, and the initial conditions of the contract will not be substantially altered. The contract between the Council and the contractor will consist of the Council's Standard Terms and Conditions of Contract for Supplies
