SFT is working with Scottish Government to establish a 25-30 year infrastructure needs assessment for Scotland to achieve net zero and inclusive economic growth priorities. A key workstream is developing long-term scenario models of what Scotland might look like in 30 years, to guide what infrastructure may be required. SFT is seeking to commission this workstream, which, as a minimum, would be developed through: horizon scanning; identifying key change drivers; identifying alternate future scenarios; identifying opportunities and challenges; and identifying policy implications. While this workstream will provide a fresh look, reflecting recent national and international developments, the successful consultants should also consider most recent Scottish Government scenarios developed for infrastructure sectors such as housing and travel. Draft scenarios should be tested and further refined through stakeholder engagement.
