Service, Maintenance and Repair of Closed Protocol CHP Units in Larkhall Leisure Centre and Hamilton Water Palace

SOUTH LANARKSHIRE COUNCIL

This public procurement record has 1 release in its history.

Summary of the contracting process

South Lanarkshire Council has recently awarded a contract for the service, maintenance, and repair of closed protocol Combined Heat and Power (CHP) units located in Larkhall Leisure Centre and Hamilton Water Palace. This procurement falls under the category of services within the housing and community amenities sector. The contract process was initiated through a limited procedure without prior publication, awarded to Centrica Business Solutions, with a total contract value of £111,224.50. The contract was signed on 7th June 2022 and is active for a duration of 3 years and 7 months. The procurement was justified on technical grounds, as the closed protocol system necessitates servicing exclusively by qualified engineers from Centrica due to compatibility issues with components from other manufacturers.

This tender presents significant opportunities for businesses familiar with energy services and maintenance contracts. Companies with expertise in servicing closed protocol systems or those capable of providing specialized maintenance solutions could find this contract aligns with their offerings. SMEs with a focus on energy efficiency, sustainable practices, and robust customer service contacts would particularly benefit, especially those who may collaborate with or are subcontracted by Centrica Business Solutions. Engaging in such contracts not only expands the capacity to deliver essential services but also positions businesses competitively within the public procurement landscape.

Lot Information

Lot 1

The procurement of the contract was undertaken via Negotiated Tendering Procedure which can be justified under Regulation 33(1) of The Public Contracts (Scotland) Regulations 2015 for the following reason:- The services can only be supplied by a particular contractor because competition is absent for technical reasons and no alternative or substitute exists, and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. The closed protocol Combined Heat Power (CHP) units installed in Hamilton Water Palace and Larkhall Leisure Centre by Centrica are 'closed protocol' systems. The CHP units are stand-alone systems where the device manufacturer produces all the devices and control panels for the complete network and there is no compatibility with any other manufacturer's components. Therefore, the closed protocol CHP units can only be serviced, maintained, and repaired by qualified engineers from Centrica Business Solutions UK Limited.. The contract is being awarded for 3 years, 7 months with no extension.
