Hielanman's Umbrella Design Enhancement
Notice Description
This is an exciting opportunity for an innovative design consultancy who have the capability to bring fresh ideas to a culturally and historically important location in Glasgow City Centre. We want to lighten the space and make it more appealing to a wider variety of visitors in order to make it more vibrant, safer and a real destination with interest and strong cultural references. Whilst the project is considered relatively small scale in nature, it is anticipated to be high profile with plans attracting attention from a broad local and potentially national audience; The overall purpose of this project is to design inclusive, small scale but impactful interventions to enhance the environmental amenity and general appearance of under the Hielanman's Umbrella space as well as improving the sense of security and wellbeing for all users, including disability groups. This will require innovative and imaginative solutions to overcome the existing constraints, particularly the category A listed status and lack of natural light; The Council is also keen that sustainability, and in particular, circular economy principles, underpin the main design features. This might include the reuse of materials from elsewhere or designing features with a degree of flexibility so that they also might be used elsewhere at a future date if such circumstances prevail; Extensive engagement has taken place over recent years with a wide variety of stakeholders and user groups following the Central District Regeneration Framework and the Central Station Area Action Plan. For this contract, it is expected that the design team will liaise with the identified stakeholders to obtain their agreement to the proposed design. The main stakeholders include Network Rail, Historic Environment Scotland, business owners, relevant local youth charity(ies) and relevant Glasgow City Council services; The Hielanman's Umbrella forms a strategic point in the Council's avenues programme between the Argyle Street West and Argyle Street East projects due to begin in 2024. The detailed plans for these projects are yet to be finalised but they will aim to improve the road layout and parts of the public realm. The intention of this current project, subject to this contract, is to enhance the other elements of the space during the interim period i.e. the intention of these works is not to introduce hard public realm features, like hard landscaping, but to focus instead on softer, cultural interventions that are interesting, functional and flexible. Working closely with the City Centre Avenue's teams will be fundamental in producing a coherent design that compliments future regeneration plans.

"description": "Key Aspects: Environmental Enhancements - the Council declared both climate and ecological emergencies in 2020. Greening solutions should be considered as a way to soften the environment whilst providing much needed habitat and potentially water management provision. Given the lack of natural light, the positioning and species selection of any natural features will need to be carefully considered as well as ongoing maintenance considerations; Shopfront & Steelwork Improvements - the design should look at how the appearance of the shopfronts could be enhanced and brightened within the context of the listed building status. For example, this may involve applying a palette of multiple bright heritage colours. Signage too, may be something that could involve a more imaginative approach. A colour scheme may also be applied to the steel work on the ceiling but again this would need to consider the listed building status as well as practicalities such as ongoing maintenance; Lighting - poor lighting is a significant contributing factor to the space's dark and unsafe character. A new scheme that brings the light closer to daylight levels would make a valuable improvement. The Council is also in possession of lighting from a previous scheme and there may be potential to reuse these at Hielanman's Umbrella. These are LED tree lights and full specification can be provided later; Public Art - cultural references might be considered in places to further help improve and soften the character of the area. This might emphasise its local landmark status and its previous alternative function as a sheltered meeting place for Highlanders. A range of mediums could be considered such as sculpture, wall art or performance arts. Bringing together themes of public art & circular economy, the wide footpath and existing shelter function could also help design a space for a regular small-scale bric-a-brac/records/books/arts&crafts market, or similar. This could also help draw more people into the space at different times; Seating - public seating might also be appropriate in places, especially if this space is to also function as a station lobby or even a meeting place. Again, imaginative solutions are encouraged. It could be that seating is one of the features that is designed with flexibility in mind so it can be used in different locations in the future, if necessary. Seating might also consider different design functions such as greenery or lighting and should also be designed to not attract antisocial behaviours. Further information: The appointed consultant will develop an engagement plan which should be specifically tailored, taking into consideration location, context and relevant local stakeholders. The engagement plan will outline engagement activities for each RIBA stage. It is imperative that consultation with key stakeholders is maintained throughout the duration of each RIBA stage. A crucial element of this exercise is to ensure stakeholders are informed when changes are made to designs that have previously been engaged on. A draft stakeholder list will be provided by GCC to the appointed consultant for consideration.
