Notice Description

Cloch Housing Association are seeking to consult with prospective bidding Contractor's in relation to an upcoming opportunity for a new Void Property Works Contract to existing housing and flatted properties throughout Inverclyde. Cloch Housing Association procured a two year Void Property Works Contact during 2020 and this contract is currently nearing completion. A copy of the tender documentation that was prepared for Cloch Housing Association's 2020 contract has been provided with this Prior Information Notice. Cloch Housing Association's existing Void Property Works Contract; a) Was procured as an initial Two Year Contract with optional twelve month extensions to the Contract Period for an additional three years overall; b) Utilised Version 7.1 of the M3NHF Schedule of Rates incorporating the NHF Form of Contract 2011 (Rev 6:2019); and c) Was undertaken by a single Contractor/Service Provider. Cloch Housing Association are seeking feedback from prospective bidding Contractor's through the Prior Information Notice on the procurement for the new Void Property Works Contract, the duration of the Contract and the form of Building Contract to be used. Feedback is sought from prospective bidding Contractor's on; 1. The duration of the new Contract and whether a longer duration than two years commitment from Cloch Housing Association would be more attractive to prospective bidders; 2. The suitability of the M3NHF Schedule of Rates for the Contract and whether prospective bidders are more likely to submit a tender for this opportunity if an alternative pricing document, such as Bills of Quantities or a bespoke Schedule of Works specific to the core void works requirements of Cloch Housing Association, was issued to bidders as the pricing document; 3. The suitability of the NHF Form of Contract for Void Property Works or whether you are more likely to submit a tender if an alternative form of Contract was selected, for example the SBCC Measured Term Contract for use in Scotland; 4. Community Benefits and whether you are less or more likely to bid if Cloch Housing Association include Community Benefit clauses within the Contract; 5. Whether you are more likely to bid if the procurement seeks a single Contractor only or is undertaken as a Framework Agreement or Dynamic Purchasing System which would appoint several Contractors to undertake the Void Property Works; 6.
