Notice Description
The City of Edinburgh Council (the Council) is seeking to procure a designated House Cleans service to facilitate the deep cleaning, decluttering and removal of waste from identified room(s) within a house/domestic property, making it safe, sanitary and habitable for the adult tenant/house owner. The house/domestic property will generally be occupied and regarded as someone's home and therefore unlikely to be a void property. This is not intended to be an empty house clearance service. Please note, however, we are currently in the very early stages of this procurement therefore all criteria we are focused upon is subject to change.

Lot 1
The City of Edinburgh Council currently purchases cleaning services from a small number of independent organisations to a total maximum annual value of approximately 64,500 GBP. Edinburgh is committed to ensuring that a person-centred, high-quality service is achieved through all independent cleaning services the Council purchases. The Council are aiming for this service to enable vulnerable people to remain in or return (from hospital) to their home and to an environment that is fit to occupy i.e. hygienic, functional and safe. The required house cleans may include 1 or more rooms within a house/ domestic property. The service will provide a professional, and non-judgemental service ensuring it is restored to a sanitary and liveable condition. Assessment and referrals for house cleans will be made by Council staff based on the level of risk identified and using a standard Clutter Image Rating (CIR) tool for each room to indicate the pictorial level of clean required. The Council is looking to create a local contract to be provided to the households of adults who may: - lack the skills and motivation to manage and maintain a tenancy/home of their own - have cognitive processing issues - such as a learning disability, acquired brain injury, ADHD or Autism - who are physically frail due to an impairment/decline in functionality - have an emotional attachment to the items they collect, i.e. hoarding - self-neglect due to a range of social, psychological and health issues. Individuals requiring the service may already be engaging with Council services but equally may be previously unknown to Council services. It is expected that the service will require to be provided across all 4 Localities on a Monday - Friday basis. The service will require to be provided in a timely manner linked to target response times for completion of work to the highest standards. The target response times will take into account and depend on individual situation of whether an adult is currently occupying a house/domestic property in the community or occupying a bed in hospital/ acute site, requiring discharge planning in order to return home as early as clinically possible. Please note the council is at an early stage in this requirement and all information contained within this document may be subject to change.
