The Head of Asset and Procurement Solutions is seeking to tender work for a Master Planner to provide professional planning advice, to produce an appropriate Master Plan and achieve Planning Permission in Principle (PPiP) for the Palacerigg portion of the SCCGA. Within the present context the council is acting as a landowner and lead developer and this function of the council is wholly separate from the council's statutory planning, road and other technical functions. The council is not permitted to mix the statutory and commercial roles in terms of promoting and facilitating large scale residential development. To do so would result in a risk of challenge (judicial review) in terms of the statutory processes involved as there can be many competing land interests particularly in terms of land allocations.
