Notice Description

The Scottish Government has a requirement to place a contract for the provision of web services for Ordnance Survey (OS) datasets available to members through the PSGA agreement, plus a selection of 3rd party datasets. In addition, an API is required for searches on the OS Address Base layer.

Lot Information

Lot 1

The Supplier shall provide core datasets covered under the PSGA for Scotland (see Annex 2, datasets marked as 'core' to the service) as Web Map, Tile and Feature Services. At contract commencement, this shall include the latest versions of the web map (WMS), web map tile (WMTS) and web feature service (WFS) protocols to match the current provision of PSGA Web Services. An API shall also be provided to allow for search and return of address details. The Supplier shall also be mindful of newer standards under development by the OGC, i.e. OGC API family of standards, and work to provide access to these services through the course of the contract (see section 6.6 Change Management). Annex 3 provides a series of use cases, the requirements of which shall be met by the PSGA Web Services (Scotland). Those that are marked as 'core' shall be met from commencement of the contract, whereas those that are marked 'developing' will be investigated, developed and implemented during the course of the contract (see section 6.6 Change Management). There is a degree of flexibility allowed in terms of how requirements are met and the Supplier shall liaise with the Scottish Government Contract Manager to agree appropriate solutions. Services shall be available to all Scottish PSGA member organisations for both Internet and Intranet activity, and also to contractors working on behalf of members upon signing relevant contractor agreements for OS.
