To provide a digital counselling service and online platform of support to 'children and young people aged 10-18 years, and up to 26 for those who are care experienced', strictly limited to the North Lanarkshire Council area. . The Community Mental Health and Wellbeing Framework ("the Framework") has a focus on early support for children and young people within the context of their families and communities. A key principle of the Framework is to provide support and services to which young people can self-refer. This shares the aspirations of the Promise, and the Plan for North Lanarkshire, focusing on co-production and support which is accessible where and when children, young people and their families need this most. Alongside this the North Lanarkshire Children's Services plan 2021-2023 sets out mental wellbeing as one of its key priorities. . The tender process will include a range of selection and award criteria, with objective to identify the most economically advantageous tender. .. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
