This contract is concerned with the purchase of residential short breaks for children and young people with disabilities.
Lot Information
Lot 1
The Children with Disabilities team support children and young people with a range of severe and enduring disabilities and/or medical conditions. This includes the provision of support in the home to help the individual stay as part of their family unit as well as the provision of scheduled short breaks for the family. The term short break is a general term, defined as "... any form of service or assistance which enables the carer(s) to have sufficient and regular periods away from their caring routines or responsibilities." With the purpose of "...support[ing] the caring relationship and promot[ing] the health and well-being of the carer, the supported person, and other family members affected by the caring situation." This requirement specifically covers the need for residential short breaks, defined as follows: A residential short break is a specific form of short break, typically provided in a residential setting that may include overnight stays, day care or sessional visits. This is the most intensive short break support offered by Stirling Council and is typically reserved to children and young people with complex care needs or where a family is in crisis. This Residential Short Break provision will complement existing arrangements.
Procurement Information
The Procurement Process is in line with Section 12 of the Procurement Reform (Scotland) Act and follows the Guidance on the Procurement of Care and Support Services (Best Practice) 2016 - section 8.12. Relevant CPV codes which permit this approach under the Act are as follows: 85311000-2 Social work services with accommodation; 85311300-5 Welfare services for children and young people; and 85312120-6 Daycare services for handicapped children and young people. Award of the contract was through consideration of the following selection criteria: Governance - including due diligence checks & any regulatory requirements; Mandatory Exclusions - satisfactory completion of an SPD by the provider (section 9.40 of the Best Practice guidance); Specification - the ability to fulfil the requirements of the specification for the service - including any identified industry standards and KPI's; Best Value - arrangements will represent an appropriate balance between quality and cost of services. Negotiation will take place as required. Regulatory - suitable Care Inspectorate registration and grades are in place and maintained; Legal - Acceptance of the Council terms & conditions;
