The Council intend to establish a single-Contractor Framework with a counselling service which understands the needs of care experienced young people aged 16-26 years in line with The Promise Scotland.

Lot 1
To provide a counselling service to care experienced young people aged 16-26 years across the Council area. . The Community Mental Health and Wellbeing Framework ("the Framework") has a focus on early support for children and young people within the context of their families and communities. A key principle of the Framework is to provide support and services to which young people can self-refer. This shares the aspirations of the Promise, and the Plan for North Lanarkshire, focusing on co-production and support which is accessible where and when children, young people and their families need this most. Alongside this the North Lanarkshire Children's Services plan 2021-2023 sets out mental wellbeing as one of its key priorities. . The tender process will include a range of selection and award criteria, with objective to identify the most economically advantageous tender. .. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
Renewal: Initial 1 year duration, with option for up to an additional years 3 years subject to continued annual funding.
