Notice Description

The purpose of the project is to assess best practise in economic development impact assessment including monetisation of both carbon and just transition impacts for cost benefit analysis to assess the economic benefits of decarbonising road transport The study would develop a methodology for demonstrating return on investment (RoI) for public sector funding in zero emission road transport that could, where appropriate draw conclusions that are also relevant to work to decarbonise other modes of transport. This methodology would be used to quantify the financial benefits of transport decarbonisation projects to ensure that future funding is directed towards projects which deliver value for money both in terms of emissions reduction potential and economic return, in support of a just transition for the transport sector. The scope of relevant projects would include both infrastructure and vehicle technology development. The methodology could be suitable for inclusion in the economic impact assessment of the STAG process to enable evaluation of carbon impacts alongside economic/cost implications. Outputs could also be relevant to identifying a methodology for monitoring and evaluating outputs and outcomes.
