Whifflet and Calder Tower Block Refurbishments - Consultancy Services
Notice Description
Whifflet and Calder Court are two 15 storey tower blocks located in Coatbridge. Each tower contains 88 flats (176 flats in total). The Council has a strategy in place to effectively manage and maintain its tower blocks and ensure their future sustainability. As part of this ongoing programme of future investment, it is proposed to procure new external cladding, curtain walling, sprinklers and other internal works at Whifflet and Calder Court.
Lot Information
Lot 1
Due to internal resourcing constraints, the Council were required to appoint a suitably qualified and experienced consultancy team to progress the new Works procurement exercise and provide services post contract award including but not limited to: 1. Produce robust Employers' Requirements ("ERs") for Whifflet and Calder Court, to RIBA stage 2, + performance specification + associated plans/ elevations + any other design information deemed necessary to clarify requirements and obtain comprehensive tender returns. ERs to cover the full scope of works set out at 1.2A.3 + any additional works required as a result of any reports/ investigations carried out by the consultant team as agreed by the Council. 2. Fully review 'lessons learned' information which has been collated by the Council from the D&B contract at Merrystone and Blairgrove towers, to inform the production of robust ERs for this project. The Merrystone and Blairgrove project contains an almost identical scope of works to towers of the same construction (with the exception of basements) to those at Whifflet and Calder Court. 3. Advise the Council on the most appropriate contract period for the works contract (including pre-construction/design period) 4. Provide fire strategy report for Whifflet and Calder Court, and review report recommendations / advice with the Council and incorporate agreed requirements into the ERs 5. Review existing structural report for Whifflet/Calder Court in respect of substrate for cladding (possible requirement for wall ties/ aluminium framing etc) and support for sprinkler tank and incorporate requirements into the ERs 6. Review site constraints and construction logistics and, where necessary, include relevant information for the contractor in the ER's. Liaise with the Council and tenants where required. 7. Review site constraints to agree suitable location(s) with the Council for sprinkler tank and include in ERs 8. Attend all residents meetings and consultations 9. Liaise with all applicable statutory authorities necessary to inform ERs to de-risk potential issues arising after works contract award from Fire Officer/ Scottish water/ Planning and/ or Building Control 10. Carry out duties required to allow the Council to fully evaluate tender returns received 11. Carry out all project and programme management duties up to works contract end of defects (including managing design team, chairing all client and contractor meetings, monitoring progress and KPIs and producing formal 4 weekly reports to the Council) 12. Act as Employer's Agent on behalf of the Council from works contract award to end of defects 13. Provide full pre and post contract QS duties up to works contract end of defects, including preparing pre-tender cost check, CSA and contract documentation, tender returns cost analysis and reporting and carrying out 4 weekly interim valuations / cost reports 14. Act as Principal Designer on behalf of the Council up to works contract end of defects including preparation of PCI for new works ITT 15. Provide Retained services from design team from contract award to end of defects to review contractors proposals and variations and to confirm these meet the ERs and provide assistance on project / contractual issues if these arise 16. Check/review that the client's scope of works are achievable, before including in ER's (particularly the weight of external wall insulation and triple glazing).
