Notice Description

The University of Edinburgh's Sport & Exercise department invited competitive tenders for the provision, installation, commissioning and maintenance of cardio and pin/fixed weights equipment at its main facility located at 46 Pleasance, Edinburgh, EH8 9TJ. The University reserved the right to add a second phased requirement at its Easter Bush facility, located at Charnock Bradley Building, Bush Farm Road, Roslin; plus further sites listed within ITT.

Open Route Procurement for the Provision, Installation, Commissioning and Maintenance of Cardio and Pin/Fixed Weights Equipment. Bidders were required to self-certify their adherence to the conditions of participation via the SPD (Scotland) in PCS-T. Bidders were required to refer to the specific requirements listed in the Section III in the Contract Notice when completing the SPD in PCS-T. Bidders noted that these were mandatory pass/fail requirements and that failure to provide adequate evidence on request of how these requirements shall be met would result in automatic exclusion from the Tendering process. Each Bidder passing the Minimum Standards was then subject to a technical and commercial evaluation. A 50% technical threshold applied - bids required to achieve a minimum total overall technical score of 35% or more out of the maximum of 70%. Any bidder who failed to achieve the technical threshold would be excluded from the commercial tender evaluation and would take no further part in the tender evaluation process. Commercial scores were allocated on a comparative basis with the lowest overall price receiving full marks and others a percentage of that mark according to the difference between their bid and the lowest offer. No bids were considered to be abnormally low. The quality and commercial scores were combined to give each bidder, who passed the technical threshold, an overall total score. The supplier with the highest total score was deemed to have provided the most economically advantageous tender (MEAT).
