The objective of the consultancy is to establish the Total Economic Value of digital cultural heritage collections and the return on investment from that infrastructure, in a way that is compliant with UK Government Treasury Green Book. Consultants should have proven experience of total economic value assessment, preferably within the cultural heritage sector. Establish a high-level description of the service being valued in a way that is accurate, understandable, and believable. Design, test and undertake a survey across four specified user groups. Undertake cognitive interviews and focus groups. Prepare a report, providing evidence in a way that is compliant with the UK Government Green Book.
