The details of that engagement will be agreed with HES but is expected to include engagement with all Scottish local authorities. The Supplier will be expected to deliver a report to Historic Environment Scotland. The report must cover the following key points and must include evidence-based options and recommendations to inform HES's decisions. While the research should seek to identify exemplars from the other UK home countries, the recommendations must reflect the Scottish market and Scotland's circumstances. The research must focus on the period from 2011.",
